Jay Specter, a federal prisoner, appealed the district court's decision to accept the magistrate judge's recommendation to dismiss his petition under 28 U.S.C.A. § 2241, which sought placement in a residential reentry center at least twelve months prior to his release. However, since Specter has since been released from prison, the appeal was deemed moot and consequently dismissed. The court determined that oral argument was unnecessary as the relevant facts and legal issues were sufficiently presented in the submitted materials. The opinion is unpublished and not considered binding precedent in this circuit.
