Stephen Shields appeals the denial of relief on his 42 U.S.C. § 1983 complaint by the district court. Upon review, the court found no reversible error and affirmed the district court's decision for the reasons outlined in the case Shields v. Fairfax County Public Schools, CA-04-631-2 (E.D.Va. Dec. 10, 2004). Oral argument was deemed unnecessary as the facts and legal issues were sufficiently addressed in the submitted materials. The appeal is therefore affirmed.
