The United States Court of Appeals for the District of Columbia reviewed a case originating from the District Court for the District of Columbia, focusing on the appellants' challenges to both the injunctive and declaratory relief granted by the lower court. The parties have reached a consensus that the district court should lift the specific injunction in question, rendering the appellants' challenge moot. Consequently, the court ordered the vacation of the injunction and remanded the case back to the district court. 

On remand, the district court is instructed to evaluate whether the declaratory judgment should be maintained in light of the vacated injunction. The court is also tasked with considering the Government’s jurisdictional objections to the declaratory judgment, as it is customary to allow issues arising on appeal to be fully explored in the district court. The court’s decision will not be published, and the issuance of the mandate is delayed for seven days to accommodate any timely petitions for rehearing or en banc consideration.
