The appeal concerning the district court’s orders from March 31, 2003, and June 4, 2003, is dismissed as moot due to the plaintiffs’ failure to file a notice of appeal by the August 4, 2003 deadline. The March 31 order denied the plaintiffs’ motion for summary judgment and granted the defendants’ cross-motion for summary judgment, while the June 4 order denied the plaintiffs’ motion for reconsideration. The court will not publish this disposition in accordance with D.C. Circuit Rule 36. The Clerk is instructed to withhold the issuance of the mandate for seven days following the resolution of any timely petitions for rehearing or rehearing en banc, as per Federal Rule of Appellate Procedure 41(b) and D.C. Circuit Rule 41.
