Judge Liliana S. DeAvila-Silebi is recommended for removal from judicial office due to violations of Canon 1, Rule 1.1 and Canon 2, Rules 2.1 and 2.3(A) of the Code of Judicial Conduct. The Advisory Committee on Judicial Conduct (ACJC) filed a presentment, which led to a referral to a three-judge panel under N.J.S.A. 2B:2A-7. Following removal proceedings, the panel concluded that the judge violated the Code of Judicial Conduct and justified her removal. Subsequent court proceedings were scheduled, during which the respondent, through counsel, indicated her acceptance of the panel's recommendation and waived her right to contest the ACJC's presentment or the panel's findings. The Court reviewed the record evidence and confirmed, beyond a reasonable doubt, that the respondent had misused her judicial position to benefit a litigant, made false statements under oath to the ACJC, and submitted altered telephone records to support her falsehoods. Consequently, the Court ordered her removal from judicial office and permanently barred her from holding any judicial position in the state. The matter was also referred to the Office of Attorney Ethics for further action as deemed appropriate.
