Frank D. Hall was charged with violating Standard 66 of State Bar Rule 4-102 due to his guilty plea in federal court on August 10, 1989, for eight counts of fraud and conspiracy. Following preliminary proceedings, Hall submitted a petition for the voluntary surrender of his law license to the State Disciplinary Board. The special master recommended disbarment. The court granted Hall’s petition, equating the voluntary surrender with disbarment. Consequently, Hall's law license has been surrendered, with all Justices concurring in the decision.
