The court finds that the issues presented in this case are resolved by the decision in the companion case, Washington v. Tulsa County, which serves as a controlling appellate decision. Under Rule 1.201 of the Oklahoma Supreme Court Rules, the court may summarily affirm or reverse an appeal if a prior decision is dispositive.
