Fredrick Kiser was convicted of theft and sentenced by the trial court on September 16, 2019. He filed a notice of appeal on October 25, 2019. The trial court certified that the case was a plea-bargain case and indicated that Kiser had no right to appeal, following Texas Rule of Appellate Procedure 25.2(a)(2). On November 12, 2019, the Court of Appeals notified the parties that the appeal would be dismissed unless Kiser could demonstrate valid grounds for continuing it. No response was received from Kiser. As the record lacked a certification affirming Kiser's right to appeal, the Court of Appeals dismissed the appeal, citing Texas Rule of Appellate Procedure 25.2(d). The appeal was officially dismissed on December 18, 2019.
